Ribbon tab for application page or publishing page

Question

Hi,, does any one knows if this is possible ?  

1. Create a ribbon or tab to be shown in an application page or in publishing page ?  

2. its possible to make the ribbon works with a grid in a custom webpart in the same way that the ribbon works in a list? I mean enable or disabble ribbon actions in dependence of a value selected in a custom webpart grid ?

You can customize ribbon

and you can use javascript to make the ribbon works with the custom web part the way you want
