"Unable to load workflow action from the server. Please contact server administrator" Error message in Sharepoint Designer 2010

Hi All,
I have created a simple workflow in Sharepoint Designer 2010 one month back to trigger a mail on daily basis.
It is working fine, but now when we tried to edit the same, following error is getting popped up.
As a resolution we restarted the server, but that didn’t help.
Please help us in this regard.

Hi Tariq,
Please go to Central administration > system settings > Manage farm solution, and open another page, browse to your site collection > site settings > Solutions, check if you have anything activated at both scopes.

I restored a site collection and started receiving this same error when trying to edit the workflows. It ended up being the account I was logging into SPD with didn't have permissions to the site. Once I added the account as a site collection admin, they opened fine and I was able to edit them.
