UPDATED
We have a MOSS 2007 publishing website that uses Serial Aprpoval workflow for content approval.
I have created Approvers and Contributors SP groups and use AD groups to manager group members.
Approvers are assigned permission to Approve permission and Contributors are assigned Contribute permission.
Everything is out of the box. The problem is that when an approval request is sent to a Contributor, the Contributor can see the necessary UI to approve the page.
I double checked on user's group assignment and permissions, nothing out of line. What can be wrong?

Hi Ray,
Content approval is the method by which site members who have approver permissions control the publication of content. For more information of Content Approval, please refer to:
http://support.microsoft.com/kb/825239
http://technet.microsoft.com/en-us/library/cc262378.aspxUser who has “edit permission” can approve task (edit the Task list item) assigned by Approval Workflow, so this concept of “Approve” is different from the Content approval permission.
More information about permission levels, you can make reference to:

Here's how I fixed it. I went into the permission setting for the Workflow Tasks library for that site, then remove all permissions except View Only to Contributors. Then they can only view but not approve pages anymore.
