Sharepoint 2010 CSS/Template development

Question

Does anybody have suggestion on how to enable a Department to do template development without exposing too much of the live sites and have them test the changes beforehand? The sandbox function sounds to excessive and installing a local SharePoint foundation installation on the respective staff's desktop computer will become a administrative nightmare.

Maybe you can create a separate web application and site collection and hand them over to the design team?

It all depends on what exactly you are trying to do.

Another option would be multi tenancy, but I think for now separate web app should suffice.
