I think you need to create a new service application to configure user profile. If you have already done that then what error are you getting on click of the User Profile Configuration?

    Check if

    1.User Profile Synchronization Service

    2.User Profile Service

service are started from Manage services on server option.

    Hi.

There is probably something wrong with the UPS setup, best thing is to redo the entire UPS from the start. Few people manage to get it working first time without help...!
Follow Spencer Harbars guide, the best guide to really getting the UPS working. Follow this by the letter, and it will work.

    eventviewer error:

"The Forefront Identity Manager Service cannot connect to the SQL Database Server.

The SQL Server could not be contacted. The connection failure may be due to a network failure, firewall configuration error, or other connection issue. Additionally, the SQL Server connection information could be configured incorrectly.

Verify that the SQL Server is reachable from the Forefront Identity Manager Service computer. Ensure that SQL Server is running, that the network connection is active, and that the firewall is configured properly. Last, verify the connection information has been configured properly. This configuration is stored in the Windows Registry"

If SharePoint Central Administration is working fine then the Forefron security error is irrelevant here.

Please refer this post, it has the same exception as you mentioned here:

    Rizzk,

I too had the same problem and ironically, my issue got fixed when I removed Proxy settings from the browser!!!!

After removing Proxy settings of the IE browser, when I clicked User profile Service application, I could open the page and do necessary configuration. Try your luck!!

    Rizzk,

Thanks; that is the March 2012 CU, I have the August installed, but no luck.

I managed to solve it by installing SP from scratch, as stand-alone, not farm, and using local accounts instead of domain ones. That is ok for my development machine, everything is working perfectly.

    RP

I actually tried this today while setting up an environment, earlier i used to apply the CU, and to my surprise it worked when i removed the proxy settings and did iisreset!!!
