Expression 4 hangs while doing Repair to install

Question

I'm trying to fix a problem with EW4 freezing when I open my local site (described here).

I tried to do a reinstall (only option it gave me was REPAIR or Uninstall or Change Installed Components). I chose REPAIR>

It just shows about 2% progress after 3 hours.

When I cancel the Repair it just shows "please wait while setup cancellation completes" and sits there for 10m or longer.

Any ideas?
