Installation Problem with Expression Studio 4 Upgrade on Windows 8 PC

Question

I have Expression Web 3 installed on my new Windows 8 PC. 

I purchased the Expression Studio 4 Upgrade.

When I try to install and run the Setup.exe program from the CD, and approve the program to changes files on my PC, it throws up a
notification window that indicates "The PC is scheduled for a Restart,  Restart the computer and rerun the setup.exe file"

When I click the OK on the notification window indicated above, it disappears but nothing happens.  No restart, No Nothing.

Anyone have suggestions
