Authentication settings

Question

Can someone tell me what the authentication settings should be on the server, so that EE can restart publishing points?  Currently on my server Basic Auth is enabled so EE requires a username/password to connect and start encoding.  However, that doesn't seem to be sufficient to restart publishing point.

Why is it so hard to find documentation?
