webpart - sharepoint portal server 2003

Question

Hi,

I have a webpart which includes template files(.aspx files) which need to be copied to Template\layouts of SharePoint structure.
In SPS 2007 we can specify that in Manifest.xml and it will auotmatically copy the template files to template\layouts when the solution gets deployed.

But i couldnt find a way of doing this in SPS 2003 and my webpart when accessed gives "file not found" since they are not present in \Program Files\Common Files\Microsoft Shared\web server extensions\60\TEMPLATE\LAYOUTS.

It will be great if you could tell me if this is possible in SPS 2003 else is there any other way of inlcuding templates.
