  • Actually, if Azure is not commercially available in your country, the short answer is you can't buy an Azure Subscription.

How ever, you will definitely be able to download the SDK and emulator to develop and test the Azure application locally on your machine or laptop. To have a Azure subscription, you need a Credit Card and Address (of your friend or person you know)  from one of 41 countries listed below. [https://www.windowsazure.com/en-us/support/faq/]

Say, if you have a friend in US, you ask your friend to put his/her credit card for Azure and create a subscription, you can be made the co-admin of the subscription and you will almost all the access to Azure Subscription.

In which countries is Windows Azure commercially available?
Windows Azure is commercially available in the following 41 countries: Austria, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, India, Italy, Japan, Netherlands, New Zealand, Norway, Portugal, Singapore, Spain, Sweden, Switzerland, UK, United States, Australia, Brazil, Chile, Colombia, Costa Rica, Cyprus, Czech Republic, Greece, Hong Kong S.A.R., Hungary, Israel, Luxemburg, Malaysia, Mexico, Peru, Philippines, Poland, Puerto Rico, Romania, and Trinidad and Tobago.

    Hope that Helps

  • There are also several non-Microsoft vendors that front subscriptions and Fujitsu (in Japan) has the ability to host Windows Azure applications as well. Just make sure you fully research any 3rd party reseller before you enter into a financial agreement with them.
