  • Hello,

You would only need a license when using MS-Access program, you do not need one for creating or using one via code in your application.

  • I want to add further information:

The Access Runtime is available as redistributable. So for example the Access 2010 redistributable can be found at
    http://www.microsoft.com/en-us/download/details.aspx?id=13255

And in Additional information you can find:
The Office System Drivers are only supported under certain scenarios, including:
Desktop applications which read from and write to various files formats including Microsoft Office Access, Microsoft Office Excel and text files.

So your szenario to use these "Office System Drivers" is supported.

    With kind regards,

    Konrad
