.NET Framework 4.0 Full package installation failed with error code: (0x80070643)

    Question

  • I am getting an error when installing .net framework 4.0. I am using the full package installer.

    OS: windows XP Service Pack 3

    Windows Update: Current with all security updates.

    Error:

    I have looked at other posts regarding this issue and none of the solutions seems solve my issue. I have run the collect.exe tool to collect information for a .net framework setup, but dont know where to upload the cab file.

    Is there something i can do? I have not had any issues installing on a Virtual PC with the same OS and SP3.

    Based on the error message, it looks like that you need to install the 32-bit Windows Imaging Component (WIC). Could you please download it from the link http://www.microsoft.com/downloads/details.aspx?FamilyId=8E011506-6307-445B-B950-215DEF45DDD8&displaylang=en?

    After the 32 bit WIC has been installed, please install .NET Framework 4.0 full package again.

    Do you mean that the log files are still named as Microsoft .NET Framework 4 Setup_20100714_*.html even you have cleaned your "%temp%" folder and run the .NET Framework 4.0 installer in the future date like 07/22/2010?

    I found the Windows Imaging Component (WIC) error in the log and suggested you to install it. After that, you told me:

    Based on your description, the installation failed with the error code 1603 on your Windows XP machine.

    For error 1603, it's a common message that means "fatal error during installation". For further troubleshooting, we need to look into the log files to track the cause.

    To install .NET Framework 4.0 on Windows XP, you could try the following steps one by one:

    1. Download .NET Framework 4.0 Standalone installer
        Note: You can try some download manager software to help downloading.

    2. Run the installer to install .NET 4.0 with Administrator account

    3. If any problem occurs during the installation, use Collect tool to collect the log files.

    The steps to collect the log:
    - Try to clean your "%temp%" folder (Start Menu >> Run >> Type "%temp%")
    - Install .NET Framework 4.0 Standalone installer
    - Collect the logs from "%temp%" folder
       Collect tool: http://www.microsoft.com/downloads/details.aspx?FamilyID=e0da314f-6216-4a18-bc6b-7d29cf83af20&displaylang=en
    - Send vslogs.cab file to me (v-yicche@microsoft.com)

    I've checked the log files that you attached but could not found the log files related to .NET Framework 4.0. It looks like that Collect tool doesn't work properly.

    Could you please help me to manually collect the log files like Microsoft .NET Framework 4 Setup *.* and send to my mailbox again?

    I had seen that error message before, and I had tried to install WIC. During the installation process of the WIC i get an error that there is a newer version of WIC already installed.

    WIC is already included in XP SP3, Vista, Windows 7, and installed with .NET 3.5 SP1. It looks like that WIC has been installed on your machine.

    I've checked your log files again in your new email and found that the latest log files are created at "7/12/2010". It looks like that they are not updated. Moreover, I also find some older log files created at "8/9/2009".

    Please try to clean your "%temp%" folder so that we can get the latest log files. It is very helpful for us to track the root cause.
    Could you install .NET 4.0 and send me the log files like Microsoft .NET Framework 4 Setup *.* again?

    I check the logs but it looks like these log files are not updated.

    The name of the log files are listed as the following:

    Microsoft .NET Framework 4 Setup_20100714_092020697.html
    Microsoft .NET Framework 4 Setup_20100714_092020697-MSI_netfx_Core_x86.msi.txt

    As I mentioned above, we need to get the latest log files to check the cause since I'm not quite sure whether the previous error (Windows Imaging Component (WIC)) is solved or not.

    Could you install .NET 4.0 again on your Windows XP SP3 machine?
    If you install .NET 4.0 on 7/19/2010, the log files should be named as Microsoft .NET Framework 4 Setup_20100719_*.html or Microsoft .NET Framework 4 Setup_20100719_*-MSI_netfx_Core_x86.msi.txt.
    Please send me these log files for further troubleshooting.

    They are the latest log files. If you look back i sent the log files to you on the 14th or 07/14/2010. I dont know why .NET Framework is creating a log file in the future. Today is the 07/19/2010. I definitely did not run the .NET Framework today and send you the log files 5 days back. :)

    Please note that they are the latest log files, i ran them on 07/14/2010, but the file name put out is different thats all.

    Looks like I am having the same problems. I am also getting an error indicating that I must install WIC, while when I try to install it I get the message that a newer version is already on the system. I am using XP SP3.

    I have the same problem when installing .Net Framwork 4.Full package

    I am running Windows XP SP3, and on the installed program I have can see

    .Net Framework1.1

    .Net Framework1.1 french language Pack

    .Net Framework2.0 SP2

    .Net Framework3.0 SP2

    .Net Framework3.5 SP1

    Have I to remove them befor trying the 4 version

  • Hello,

    I have lanched the framwork cleaner and the version 1.1, 2.0, 3.0, 3.5 are note prensent anymore on add/remove program

    but the .NetFramework 4 installion still fail with the same error code.

  • I just published a .NET vs2010 c# project that required 4.0 client framework. The user tried to install and got that same frustrating message about installing WIC first. Their machine was XP SP3!!! Not windows 2k3. My package won't install on their machine. I had them try the standalone client and full package from MS website for Framework 4.0 and got the same message????

    You must install the 32-bit Windows Imaging Component (WIC) before you run Setup. Please visit http://go.microsoft.com/fwlink/?LinkId=162643&clcid=0x409 to install WIC, and then rerun Setup.

  • I had the same problem and finally figured it out.

     

    After about 10 hours trying all different things. Looking at all different threads. I found a solution that I did not see anywhere and it worked!

    I went to "C:\Windows\Microsoft.NET" there is a directory called "Assembly".

    I looked in the directory and found some subdirectories with lots of old dot net 4 files. I renamed the directory Assembly2 and tried to install Dot Net 4 and it worked!!!!

    (You can't delete the Assembly directory unless you take ownership of it but you can rename it.)

    It seems that something was in the old "Assembly" directory.

    Everything is working fine now. How come that is not mentioned anywhere? I bet many people are having this problem.

  • If all else fails, check for a missing C:\WINDOWS\system32\windowscodecs.dll. Had the same problem installing .NET 4.0 (Windows XP + SP3) with this file missing. Copied the same file from another Windows XP machine, and this allowed .NET 4.0 to install.
