I’m configuring a CQ to TFS two-way sync. Currently do not have any of the sync services installed yet - waiting until I have a working end-to-end before adding in that additional variable.
I have an edit/edit conflict and when I choose any of the four radio buttons (one time only target, always target, one time only source, always source), I get an error. Below is what is put into the exception log.
Application Error: 0 : [7/31/2012 11:38:58 AM] System.InvalidOperationException: <ClearQuestRecordItem xmlns=''> was not expected.
I've closed down and opened up the tool again and that didn't resolve it. Also, tried to add a rule manually and got the same error.

I am a little unclear of what all you are seeing. Do you see an error dialog when you click Resolve? Can you post more of the migration log (including the conflict) and then and the error later after you restart?
You can see conflict resolution rules that you have added by clicking View Conflicts->View Rules and then you can doubleclick on the rule to see the details.
I will see if I can set up a repro to investigate.
