A Twistie is a Lotus Notes concept. 

They allow you to quickly expand and contract sections of a list. (View)

If you want to create expandable sections in a list you can implement Groups in the view.  Those groups can be expanded or collapsed using [+] [-] controls in the list.  You can access different views using the dropdown list in the upper right corner of the all items page in Visual Studio 2007.  There is no support for including view selection in the list display itself in 2007.
