Office 365 website creation

Question

I've been asked to create a website for my brothers business who have moved, or are about to move, to Office 365.

My question is can I create the website using Visual Studio or does it have to be created through SharePoint?

It has to be created through the Office 365 Admin console, which will create the website in SharePoint.  By default there is already one external website created when you get Office 365.  You can create additional internal websites using the admin console.

So if, hypothetically speaking, they already had a website not created in sharepoint i'd have to recreate it through the Office 365 Admin console?

SharePoint web sites are specific to SharePoint.  There's no reasonable way to move an existing web site to Office 365.  You could move the content, but the very structure of the system and the pages is different from more traditional web sites.  So there is no migration available.
