The purpose of this forum is to support the Open Specifications documentation. You can read about the Microsoft Open Specifications program here: http://www.microsoft.com/openspecifications/en/us/default.aspx. The library of Open Specification documents is located here, http://msdn.microsoft.com/en-us/library/dd208104(PROT.10).aspx.
There wasn’t enough context in your question, but this does not appear to be a protocol question, so this would not be the correct forum for this question. If you are implementing a protocol let us know. There is also not enough context to offer a suggested redirect. But I would suggest a Windows forum via Technet (http://social.technet.microsoft.com/Forums/en-us/categories/) or a Windows Developer forum via MSDN.

Hi Bryan,
Sorry for the improper post here, I fumbled around the forum to pick one category. Since NDR64 can be treated as protocol.
This is mainly about MS-RPC, DCOM, and 64bit compatible software, if possible please help to redirect to the right place.
Thank you!

I would suggest posting at http://social.msdn.microsoft.com/Forums/en-US/windowsgeneraldevelopmentissues/threads or http://social.msdn.microsoft.com/Forums/en-US/vcgeneral/threads.
This forum is for developers implimenting protocols such as [MS-DCOM] http://msdn.microsoft.com/en-us/library/cc226801(v=PROT.10).aspx or [MS-RPCE], the Microsoft RPC extensions (http://msdn.microsoft.com/en-us/library/cc243560(v=PROT.13).aspx), which are extensions to the DCE 1.1: Remote Procedure Call (RPC) Specification, as specified in [C706]: https://www2.opengroup.org/ogsys/jsp/publications/PublicationDetails.jsp?catalogno=c706. It is not for developers that are writing applications that layer over those protocols.
