  • Try the following:

I was trying to install ACT by Sage 2010 Premium on a Windows 7 Pro 64-bit OS SP1. The install of SQL Express 2005 kept failing. When looking in the log file located here C:\Program Files (x86)\MICROSOFT SQL SERVER\MSSQL.2\MSSQL\LOG. I found the following:

    ...

    2013-08-22 15:50:51.04 spid5s      Starting up database 'mssqlsystemresource'.
2013-08-22 15:50:51.07 spid5s      The resource database build version is 9.00.4035. This is an informational message only. No user action is required.
    2013-08-22 15:50:51.16 spid5s      Error: 15209, Severity: 16, State: 1.
2013-08-22 15:50:51.16 spid5s      An error occurred during encryption.

Based on what I had pieced together, it was a permission issue.

    1. Navigate to c:\windows\system32\microsoft\ right click on the protect folder and choose properties.

    2. Click on Security Tab.

    3. Click the Edit button.

    4. Click the Add button.

    5. Click the locations button.

    6. Choose the local computer account. NOT THE DOMAIN!.

    7. Click OK to return to the Select Users and Group dialog box.

    8. In the Enter Object name field type NETWORK SERVICE.

    9. Click Check name.

The name should underline showing that it was found. If not, check to make sure you chose the local computer and not the domain in the location field.

    10. Click OK

    11. Highlight the Group Name NETWORK SERVICE.

    12. In the permissions section check Full Control.

    13. Click OK.

    14. Click Ok.

Try the install again. NOTE: You can not click retry if you have the error still on your screen. You need to start a fresh install.
