SQL Server Express 2008 Setup Error : Exit code -2147467259.

    Question

  •

    Hello.

I have been trying to install SQL Express 2008, 3 different editions on a Windows 2008 Standard Server.  All of the installers failed just after the install file had finished unpacking itself in a temp folder. No errors or logs were found.

.Net3.5sp1, Windows Installer 4.5 and PowerShell 1.0 were all installed.

I was only able to find a log file when I used the SqlExpressWrapper.exe to drive the installation.

The error displayed from the wapper is : An error occurred during installation of SQL Server 2008 Express. Installation failed with exit code -2147467259

    thank you for your help.

  • Ok I found the solution to my problem. I remembered having used the Caspol.exe cmd a few weeks ago to enable security permission for a .Net application we run from a UNC location. I guess I "screwed up" the default .net 2.0 security permissions

I reset the .net permission on the 2008 server buy running : C:\Windows\Microsoft.NET\Framework\v2.0.50727\caspol.exe -machine -reset

I was then able to run the SQL 2008 Express setup !

  • The actual setup log for express itself will be /%program files%/microsoft sql server/100/setup bootstrap/log.  In there you will find the issue with express setup itself.

  • The issue is that the installer "bombs out" even before it can create a log.  It dies just after the extraction to a temp location is finished. ( which by the way is the F:\393dfas.....)   It does not even create the folder c:\Program Files\Microsoft SQL Server\ or any sub folders.

Can I manual extract the contents of SQLEXPRWT_x86_ENU.exe to have access to the setup.exe which I could hopefully then use to pass additional parameters such as the creating of the log file ?

I was suspecting the the SQLEXPRWT_x86_ENU.exe package I was using was corrupted so I downloaded other packages such as SQLEXPR_x86_ENU.exe same issue occurs.

Any more insight would be appricated.

  • Ok I found the log file. I used Process Monitor to trace setup.exe and it created SQLSetup.log in %userprofile%\appdata\local\temp\SqlSetup.log.

these are the lines which seem to be causing the error. Any idea of how I fix this ?

  • Ok I found the solution to my problem. I remembered having used the Caspol.exe cmd a few weeks ago to enable security permission for a .Net application we run from a UNC location. I guess I "screwed up" the default .net 2.0 security permissions

I reset the .net permission on the 2008 server buy running : C:\Windows\Microsoft.NET\Framework\v2.0.50727\caspol.exe -machine -reset

I was then able to run the SQL 2008 Express setup !

  • The following error:

11/13/2008 09:40:44.304 Attempting to load .Net security policy file
11/13/2008 09:40:44.318 Error: Cannot load .Net security policy file
    11/13/2008 09:40:44.341 Error: InitializeSqlSetupCodeGroupCore(32bit) failed
    11/13/2008 09:40:44.357 Error: InitializeSqlSetupCodeGroup failed: 0x80004005
11/13/2008 09:40:44.375 Setup closed with exit code: 0x80004005

Can also be caused by the following scenario:

.NET Framework 4.0 is installed on the target station.

The OnlyUseLatestCLR registry entry is present and set to 1.

You attempt to install SQL Server 2008 (I was using Standard Edition - not R2)

What happens is that the SQL Server installation looks for the security policy files (security.config) in the .NET 2.0 Framework CONFIG folders (32 and 64 bit).  If they are not present, it tries to create them.  It attempts to do this by using the CasPol.exe utility, but because the OnlyUseLatestCLR registry entry is set, it defaults to .NET 4.0.  CAS is not used in .NET 4.0 unless specifically set in the machine.config file for .NET 4.0 (NetFx40_LegacySecurityPolicy attribute is enabled).  When the SQL Server installer fails to create the security.config file, it exits immediately with no real message to the user as to what happened.  Even if you set the NetFx40_LegacySecurityPolicy attribute in .NET 4.0, the CasPol.exe utility is run from .NET 4.0, not .NET 2.0 (because of the registry entry) and therefore, the security file gets created in the .NET 4.0 CONFIG folder and not the .NET 2.0 CONFIG folder.  It is necessary to set the registry entry to 0 (or remove it) to get SQL Server to install.
