Microsoft will be happy to provide and open up Azure Services for all the countries. Establishing a business invloves lots of other tasks like legal and business perspective. To add to your point, Azure is not open (alteast now) even for many middle east countries. When I spoke to Microsoft Support for one of our clients, they came with the response that, they are working on tax and other background works to establish azure. Also, they stated, they dont have information about when it will be available or how long will it be available.
Scott Guthrie, CVP Azure Application Platform, said there will be lots advancements in Azure this year that too mainly for developers. http://msdn.microsoft.com/en-us/hh824721
Microsoft will appriciate your interest if you could register your views and opinions in Azure User Voice website.
Till then, work with Development Emulator and be ready when Azure will be commercially available to your country.

Just keep in mind that these are third parties and not Microsoft and do your due diligence before entering into an agreement with any of them.
