is this a new installation?  i would probably suggest installing the latest SQL Server 2008 service pack.  Also, it may be worth a try stopping and restarting the Windows Management Instrumentation service and then trying the config tool again.

I finally figured this out - as best as I can tell it was that the client had Chrome as their default browser.
