MOSS 2007 WSS 3.0 Excel 2010

Can't import a custom spreasheet to create a list.

also can't create a doc library with excel as the document type

According to your description , it is most likely caused due to the Owssupp.dll is lost or not register correctly. I suggest you to register the Owssupp.dll file according to the following KB article: http://support.microsoft.com/kb/833714

As far as I know, this is no business of your office. In fact, if your Office is not install, you can still create a document library with excel , so you can go to http://support.microsoft.com/kb/833714 , there is an button called “Fix it” on the bottom of the page, you can download it and install it. You’d better go to your SharePoint Central Administration check some Services of Excel (Excel Calculation Services,Office SharePoint Server Search,Windows SharePoint Services Search ).
