ssh fails after restart

I just created a Ubuntu server VM and installed some software. I shut down the VM and then rebooted it. When I tried using SSH to log in again the SSH connection failed. I am pretty sure I had the password right because I saved it while I was setting up the machine.
Has anyone experienced a similar issue? It's a bit concerning for long term server management...

update on this issue - it looks like my machine restarted on the wrong host. I might have found a bug!
After restarting it a couple of times it finally came back to the host that it was originally configured with and now I can login no problem.

This is sure a bug that we encounter too with CentOS. The CPU load will go to 100% and hung the machine. Multiple restart is required in order to get back the connection.
Is there any Microsoft can do about this ?
