Creating/Editing Test Steps in TFS Web UI

in my company we have TFS and Visual Studio 2010, which is heavily used by the Dev Team.
For the Test Team, we like the Web UI for TFS as it offers very good queries and allows us to setup folders, iterations, etc easily and to our needs.
What I don't like, or should I say hate, is that we are forced to use MTM in order to actually enter or edit Steps in our test cases! When I navigate Test Manager I find it slugish and annoying. Things like not being able to bulk edit a folder of test cases from Design to Ready, or Ready to Closed. Or change an Area or Iteration for multiple items.
Everything thing else we can do really well in the Web UI, all apart from edit and run Test Cases. This adds fuel to my company's fire when it comes to justifying the cost of forking out for MTM licences. At present, we don't have any because of this and have to keep running the trial version which expires every 90 days.
Please Please Please look into adding this functionality. I'm pretty sure, for those that use TFS, others aside from myself would greatly benefit from this feature. I wouldn't even call it a feature, its just something which should already be there!

You can/should use Excel to do bulk operations on your test cases (change state, area, iteration, etc).
Also, there is a tool in CodePlex that lets you edit steps outside of MTM.
I'm curious, are you not using MTM to execute your test cases? That's really where a lot of the value comes from on MTM, not just creating/editing tests and test cases. You'll have much easier time justifying its cost when you look at those features.

You can bulk edit state, area and iteration still in Web Access except editing test steps.
