    Hi,

Windows Azure isn't commercially available in Uruguay, you can't use it yet.

So there´s nothing we could do?

Hello, the workaround for you is ask for someone in other countries (actually you need only a telephone number for apply azure account.) that supported Windows Azure for help, and you also need a credit card..

You could try developing apps and test them on Azure Emulator locally without need of an Azure account

So as a student, if you are working on a project, you could say that you have tested your cloud app locally. In future, When you get your hands on Azure - you will be able to transfer what you learn today by developing and testing app on Azure emulator.

And check out: Windows Azure Training Kit. It should be of great help to learn Azure.
