SharePoint Publishing Site, Not Giving Publishing Option
I have done a significant amount of google searching to try and troubleshoot the following problem. However, I'm not sure of the correct technical term to describe what I am experiencing. So, I keep getting back solutions that are not even close.
I am the administrator for a SharePoint Publishing website with numerous subsites. The publishing feature has been working as expected until recently. For some reason any new subsite that is created does not allow for publishing. "Check-in" and "submit for approval" are both available but not "publish." As the person who is able to approve anything on the site I find this very odd.
To make sure that it was not a versioning setting that was turned on, I went and double checked the versioning settings of the new sites that are being created. I could find no logical explanation.
Any idea's would be most helpful. I have about 80 content contributors

Are workflows enabled for the site?
If so, it is a known issue that the Publish button is not displayed when you create a site that is based on the Publishing Portal site template in SharePoint Server 2007. This behavior occurs if workflows are enabled for the site. By default, workflows are enabled in the Publishing Portal site template.

- Which site template are you using when creating the new sub-sites ?

- Is the publishing feature still enabled on the sites?
- Under the settings for the pages library (under versioning) is the versioning on as well as content approval?
