Is there any way i can create custom rules in fxcop 1.35 for region declaratives and summary (///summary) tag

Fxcop analyses Assemblies, not source code, so you can write a custom rule to check for regions og summary tags.
Instead use StyleCop (http://code.msdn.microsoft.com/sourceanalysis) and create a custom rule.
