Webbrowser control won't popup new windows via javascript

Question

I have a webbrowser that's been in an application for eternity.  All of a sudden window popups via javascript window.open don't popup....
I'm thinking it's one of these things:
1) A setting in IE8 that I've accidentally changed
2) A security policy in .net framework that won't allow this
3) A clickonce deployment issue.

If I open the same website in IE8 I don't have any issues, just the application using .net framework 3.5 with a webbrowser control...
Suggestions appreaciated.

Somehow, someway, after reinstall .NET Framework 3.5 with SP1 and a reboot everything started working...
