Answered TF30171 TF30270 VS will not create a new project in TFS

    1. New TFS installation. 

    2. Added rights but still cannot create a new project. 

    3. No projects exist yet

    4. Add was attempted through Team Explorer

    Thanks for the feedback.   The error indicates that the project exists.  Therein lies the problem.  The error is incorrect.  So far the advice has been great and certainly summarizes ways to check for an existing project.

    The issue here is that this is a new install and nothing has ever been added to it.

    Some Updated information:

    I was able to successfully add 'foo' going the route of adding it to TFS only and competely bypassing the SharePoint component.

    I did this by:

    1. Right Clicking on the TFS Server
    2. In the New Team project, chose "Do not configure a SharePoint site at this time
    3. Went through the rest of the wizard accepting defaults
    4. Foo team project was created successfully

    This is contrasted with creating the 'bar' team project

    1. Right clicked on TFS server
    2. Accepted the default "Create a new SharePoint Site" selection
    3. Opened the Configure button and saw that it was pointed to the right server
    4. Accepted default of "Create an empty source control folder"
    5. Reviewed the Confirm Team Project Settings page and clicked Finish
    6. The download screen flashed quickly then the Error Screen popped up
    7. TF30177:Team Project Create Failed
    8. Error TF3004: The new Team Project Wizard encounted an unexpected error while initializng the Microsoft.ProjectCreateWizard.Portal plug-in
    9. TF30171: The Microsoft.ProjectCreationWIzard.Portal plug-in could not be initialized and returned TF30270.  Team site exists, blah blah blah

    Only, bar does not exist.

    I re-ran the wizrd changing step three above to forego creating a SharePoint site and voila, a new 'bar' team project exists.

    The second time, the Team Project plug-in fired up as expected can successfully created the project and 'bar' now appears in the Team Explorer window.

    You have choosen to create a sharepoint portal, but the name of the site (which is the same name as the team project) already exists. You can choose either to use another name for the team project, or you can choose to not create a sharepoint site in the wizard and then set the portal settings after the team project has created.

    If only that were the case.  See Item 3 above.

    Again, this is a brand new installation.

    Nothing exists - no projects at all.

    That is what is rather confusing.

    For example, creating a new project called 'foo' and 'foo' does not exist will create this error condition.

    The secret sauce is somewhere in security settings.

    I've already changed IIS_WSG's settings and that improved the process.

    It's possible that the issue has to two with the computer name in the format of <computerName> and the dns intry being <computerName>.<part>.<subpart>

    Final note, this is done through VS studio and VS Studio is handling any site creation, etc.

    Hi Andre,

    Please make sure http://xxx.yyy.com/sites/DefaultCollection/SharePointInvestigation is not existed. Please perform the following steps:

    1. In IE, input http://servername/sites/DefaultCollection/default.aspx,
    2. Selecct Site Actions->Site Settings
    3. Under Site Administration, click Sites and Workspaces, see if SharePointInvestigation is exist or not.

    Then please clean the TFS cache and try again:

     C:\Users\<user>\AppData\Local\Microsoft\Team Foundation\

    1. Login into Central Administration Console
    2. Select Application Administration
    3. Under SharePoint Site Management select Delete Site Collection
    4. Select Site Collection: http://servername/sites/DefaultCollection
    5. Search for /bar and click Ok
    6. Click 'Delete' on Delete Site Collection screen
    7. In TFS Team Explorer select any existing projects and make sure the Documents folder is available, if it is not resolve the problem (you have a problem connecting to a tfs SharePoint Site collection).

    I am still having this problem and I have tried all of the options here. I still get the error:

    I have been unable to resolve this even with Deleting and recreating the TPC's Sharepoint site and using ANY name for a team project, even one that has random characters results in the same issue.

    Did anyone find a resolution for this?

    I did but I'm trying to remember the exact steps.  Some things I've discovered about SharePoint that may help...

    1. SharePoint and TFS like to hide things...  from each other.  You can get to the TFS site easy enough from Visual Studio but it can be "hidden" when you try to go to SharePoint

    2. SharePoint permissions... the TFS site isn't necessarily set up completely.  A review of SharePoint and users and permissions pays off a lot of dividends.

    3. Those pesky service accounts... any research into SharePoint typically results in the discovery that setting up SharePoint also involves working close with the AD gods of permissions.

    Overall, I have found that the Stand Alone installation of SharePoint is very stable and configurable.  Once you've created your collections, setting up the project site should go easily.

    I've been having this issue, and have found today that it was due to the sharepoint site binding having a slightly different url to that listed in the tfs admin console. We'd changed the sharepoint site to a fqdn feom the internal name, and this was when the issue occured. simply updating rhe name in the tfs admin console and refreshing the binding in tfs explorer allowed creation of sites once more.
