    I was running into this problem with handbrake.  I got the installer for .net framework 4.0 and did a repair installation and it took care of my issue. I hope this helps.

    Here is the link I used. Microsoft .NET Framework 4 (Web Installer)

    I just wanted to say thanks - I was missing this DLL, couldn't run an application, and was very leery of downloading from one of those "Fix my DLL" sites. This worked great. I appreciate it. :)
