how to publish a wpf browser in a new mathine without VS

Question

 Hi

I have one WCF service and WPF browser, in my develop mathine, I have edit endpoint address and publish wpf to my IIS by using VS.

right now I wanna install all of this in a new mathine,

1. Do I have to hard code wcf endpoint address to be new mathines IP first? any other way to change it not in VS?

2. how to publish wpf browser to new IIS without VS?
