2012년 7월 10일 화요일 오후 2:01When a new site is created in SharePoint 2010, the 'Navigation Inheritance' property 'Use the top link bar from the parent site' is by default set as "No". Is there any set this default as "Yes" (like changing from Central Admin, making changes to system files etc.,) ?

In my opinion, the other option you could think of is to use the power shell script to change the navigation option once the site is created...
take a look at this URL for more info - http://social.technet.microsoft.com/Forums/da/sharepoint2010setup/thread/2410a702-585a-4873-8f5f-40e0bfff8c23

Hi jjakie,
You cannot set it as yes by default from central admin and we do not suggest changes to the system file. There is a workaround that you can configure the top link bar for site navigation. You can go to site sittings, click navigation, in the Global Navigation section, select show subsites. Then when you create a new subsite without select use the top link bar from parent site in the site, it will also display on the top link bar.
For more information about configure the top link bar, please refer to:http://office.microsoft.com/en-us/sharepoint-server-help/configure-the-top-link-bar-for-site-navigation-HA102105259.aspx
Thanks.
