     We are pay per click software development company and have support Google and Yahoo since 2006.  We are planning to support AdCenter, but it seems we need to have a big spending account before we even develop the software.  We will not attract big spending account unless we port the module to AdCenter.  How can we satisfy this requirement?  Or, does software developer have any way to develop software without getting API quota beforehand?

    Access to the adCenter API, from my knowledge, is not solely dependent on spend, but there are other requirements that companies must meet as well.

    My apologies for the delayed reply here.  We've been a little busy with the interest generated by the Bing launch.  :-)

    So as Daniel has indicated below it is not just a spend threshold.  The adCenter API is in a Pilot Phase currently.  As such, you need to be in Managed Service with Microsoft Advertising in order to qualify. This managed service threshold is required because currently we do not support access to the adCenter API without an adCenter Premium account type (being on terms, etc.). 

    Now in your case, there's a good chance that as a pure "tool provider" you've not likely to have a managed service relationship with Microsoft Advertising.  We are currently exploring ways to accomodate this scenario and I would love to talk personally with your team (product and engineering) with regards to these potential options.
