What is TimeZone used for?

Hi,

I'd like to get more information about what the TimeZone property on the Campaign object is used for. Is it taken into account when one requests a report for a certain date or perhaps to decided when ads are displayed when HourTarget is used? Any details on this would be greatly appreciated.
