Unable to install Azure SDK

I have VS 2010 w/ SP1 installed on Windows XP. I am trying to install the Azure SDK and Tools.
When I run the Web Platform Installer I get the error "The product you are trying to install is not supported on your operating system. Click here for more information." This message is a link to: http://learn.iis.net/page.aspx/604/troubleshooting-problems-with-microsoft-web-platform-installer-30/
When I do there is no explanation, the page that comes up lists the minimum requierments and my operating system is on the list.

Hello Jacob,
The Windows Azure Tools for .NET doesn't support Windows XP. It requires Windows 7 (Home Basic NOT supported), Windows Server 2008 or Windows Server 2008 R2.
The page you referred shows the requirements for the Web Platform Installer; the actual requirements for each individual product that WebPI can install might be different.
Here is the download info page for the latest version: Windows Azure SDK for .NET - November 2011.

That's a bummer for you to be honest. Guess it's time to upgrade to Windows 7 or Windows 8
Personally I'd install Windows 8 consumer preview with Visual Studio 11 Beta, which you can currently download from Microsoft.
Be nice to nerds ... Chances are you'll end up working for one!

That really sucks. It would be nice if the Azure page said that. It just says you need to have VS 2010 and then said click here to download.
Is it posible to use Azure without the SDK? I mean ultimately a Role is just a VM right?

Unfortunately (for this issue) I work for government. I have disks and keys for Win 7 and 8 but getting authorization to put them on hardware is going to be a chore.
