Is there a way to find out who(accountname) created a content type or a site column.

No, metadata such as Created/Modified By, Created/Modified Date, etc. is not captured or stored for these types of SP objects, which is unfortunate because it could certainly be useful.

not everyone can create content type or site column. There is permission controlling this action.
Could you please try find relevent information in IIS Log or WSS_Logging database? for example, when you create content type in browser interface, you POST to the page /_layouts/ctypenew.aspx.
