ACS2 e WIF, perchè sono così diversi?

Ciao a tutti
se creo un STS locale con WIF, e un WCF locale che ci si connette, riesco facilmente a creare un client funzionante
se invece configuro un servizio ACS2 su Azure, e poi creo un WCF locale, e mi ci connetto, il client scarica un app.config immenso
e ansichè avere un binding ws2007FederationHttpBinding ha un custombinding di fatto di nome ws2007FederationHttpBinding1... sembra 1 copia
al suo interno, ha un issuedTokenParameter, con dentro issuer
questo ha un address = https://[MYACS].accesscontrol.windows.net/v2/wstrust/13/issuedtoken-symmetric (in realtà ce ne sono altri commentati: issuedtoken-asymmetric, issuedtoken-bearer, username, certificate)
lo strano è che qualunque di questi utilizzi, il messaggio di errore che ho sempre è:
"The address of the security token issuer is not specified. An explicit issuer address must be specified in the binding for target 'https://[MYSTS].accesscontrol.windows.net/v2/wstrust/13/issuedtoken-symmetric' or the local issuer address must be configured in the credentials. "
qualcuno sa come o dove dovrei configurare questo tag issuer per farglielo vedere correttamente??
