I need a clue to implement a practical Fraud detection system for banks

I am trying to develop a fraud detection system. But I have no clue in my hands. Is it possible for somebody to help me?

This information is something what you cannot get from forums. These kind of systems are under several locks :) If you wish to implement this kind of systems you may hire some experts in this field.
