I have created a library for a user who has indicated that they will need roughly 700 folders within the library. Rather than create 700 individual folders one by one we were hoping for an easier, more streamlined solution. Does anyone know if this is feasible?

Yes it is :)
I have a blog post that will provide you with a script to create bulk folders.
It will allow you to create basically as many Parent Folders as you wish, and also allows you to specify subfolders for each Parent Folder.
