I remember that SPS 2007 had the modification of personal view of webpart page item at user menu at left upper conner. Now I came to SPS 2010 and cann't find such menu item at its user menu. Is it gone? How then user can edit personal views of pages?

The personalization feature is disabled by default. You can enable the personalization of pages on the permission levels page.  (site permissions, permission levels option in the ribbon). You can choose to enable the following personalization options:

    Personal Permissions
Manage Personal Views  -  Create, change, and delete personal views of lists.
Add/Remove Personal Web Parts  -  Add or remove personal Web Parts on a Web Part Page.
Update Personal Web Parts  -  Update Web Parts to display personalized information.

You could enable these permissions for the reader permission to allow all users to personalize their publishing, wiki or web part pages.

Jeffrey is correct, it's a permission issue. However it could be removed at the Web Application level as well, in which case even managing the Site Collection permissions level won't be able to remedy your issue.

I have full control of my Site and Site Collection but still there no "personalize" option on my my account name combo box drop down.

So I created new Site from empty template. For this new site I got the "Personalize this page" option. Hence it has to be something to do with type of site template or maybe some of infrastrure features which I activated on my initial site.

Personalization can only be done on publishing, wiki and web part pages. The personalize this page feature won't be available outside those type of pages.

Look like publishing infrastructure forbids personalization.
