Bing maps layer -- newbie question, creating a tile server with images and urls

Question

Hi, I am a newbie for using bing maps with external layers. My need is to create a layer where I can host external images and urls associated to specific pinpoints. Any starting information would be very appreciated. Also, is there any public and free server where I can store those layers?
