This is the link for registering for an Azure account for free trial [https://www.windowsazure.com/en-us/pricing/free-trial/]. However I don't see China in the list of commercially available countries for Azure platform[https://www.windowsazure.com/en-us/support/faq/].
In which countries is Windows Azure commercially available?
Windows Azure is commercially available in the following 41 countries: Austria, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, India, Italy, Japan, Netherlands, New Zealand, Norway, Portugal, Singapore, Spain, Sweden, Switzerland, UK, United States, Australia, Brazil, Chile, Colombia, Costa Rica, Cyprus, Czech Republic, Greece, Hong Kong S.A.R., Hungary, Israel, Luxemburg, Malaysia, Mexico, Peru, Philippines, Poland, Puerto Rico, Romania, and Trinidad and Tobago. You need a credit card and commercial/billing address from one of the above 41 countries to get an Azure account (Normal / Free).
Hope that helps
