Build service config passed but cannot launch successfully in virtual machine

Question

Passed in build service configuration wizard in virtual machine. But after I re-launched TFS Admin console in virtual machine, found the agent status always shown as "Initializing". That should be the reason why I cannot setup virtual environment for workflow capabilities successfully.

Through event viewer, I can see errors says:

Service 'TottaTest001.All Hosts.test automation machines.New Virtual Machine 2' failed. Details: Exception Message: The constructor to deserialize an object of type 'Microsoft.TeamFoundation.VersionControl.Client.ResourceAccessException' was not found. (type SerializationException)"
