iis6 compatibility in Windows Server 2008 R2

We develop over XP operating system (the IIS version is 5.1) with VS2010 an frameWork 4 (We migrate from VS2003 and Framework 1.1 recently). From these machines we generate a ".msi" file and it is installed in Windows Server 2008 R2 (with IIS7) But this ".msi" doesn´t run.
We install the IIS6 management compatibility components in Windows Server 2008 R2 (the steps are here: http://technet.microsoft.com/en-us/library/bb397374%28EXCHG.80%29.aspx). Thus, the ".msi" files run without problems. I suppose the problem is the compilation with an old IIS version (the XP IIS version)
What suppose this installation for performance? Only is necessary (the iis6 compatibility components) for installing the ".msi"?
Is the solution to update compilation machines to Windows 7?
