Upgrade from TechNet Standard -> Pro. The upgrade costs the same as a new purchase?

Q: Since Microsoft is forcing us to upgrade the standard subscribtion to professional - is it true, that the upgrade costs the same as a new professional license? Is there any way to take into consideration, that there's still an active standard license?

It seems a bit exaggerated, considering I've already spend 160 Euro for the last license renewal.
