Installing Visio Studio SP1 Core - fails

I installed visual studio express 2010, then went to install visio studio sp1.
I have a local account with administrator rights.
Running the standalone installer (VS10sp1-KB983509.exe)
Here is the output that I am getting

Welcome to the MSDN forum.
Your logs didn't show me the root cause of your installation except 0x659. I have a guess that you haven't installed all of the updates to your OS, so please check that first.
Then please run this tool to collect some full logs for me to analyze:
After you run Collect.exe, you'll find vslogs.cab in your %temp% directory. Please upload vslogs.cab to a public site, like SkyDrive, and post the link here.
Please do not clear your %temp% fold in this case. Since I want to know your updates installation status.
If you have any updates, please feel free to let me know.

Sorry for a little late to track. You error 1625 (0x659) "ERROR_INSTALL_PACKAGE_REJECTED" means "This installation is forbidden by system policy. Contact your system administrator."
May I ask do you have the permission to install this service package? Does you account has the admin privilege? It seems that all your errors are 0x659 error from your logs.
If you are sure you have the privilege. I suggest you create a new user account to install VS10 and VS10 Sp1, if they can be installed without any error, you may have a corrupt account.

when the install failed the first time, they created me a local account on the box and added that local account to the administrators group.
What else would you suggest?

Please have a look at your installation setup and right click it to see the properties, then choose security to see the permissions. Here is one of my folders. You need to have all permissons here.
Actually,if your installation shows "Access is denied" then it is about registry key error. But your error is "This installation is forbidden by system policy. Contact your system administrator." May I ask have you tried rigth click the setup and choose "Run as administrator"? Aslo, have you disabled your AV software? If nothing else can we found. I'm afraid you should use this tool http://technet.microsoft.com/en-us/sysinternals/bb896645
Use the filter to choose the installation setup process, then we will be able to check the reason of the error. But the log will be very complex and we need more time to analyse it.
