Blend Beta / Windows 8 - No states on button templates?

Question

Currently in blend version 4, when you create a button on a control / window and then "create an emtpy" template to apply to the button, the template will contain all of the (button) controls expected visual states, like "pressed", "mouse over" etc. If you do the same thing in Beta it will not have any visual states / groups waiting for you to edit.

By design, bug, or what?
