How does licencing of application bought in Windows store work?

If a customer buys my application from Windows store how is the license assigned? When reading about Windows To Go feature I found a note describing that Windows Store is not enabled on Windows To Go by default because licenses of applications downloaded from Windows Store are bound to hardware. What does it mean? Does it mean that each download is generated for a given customer and given machine or that customer can use the application only on one machine?
I'm interested in two scenarios:
- Customer can purchase the application and use it on multiple machines. For example if customer have a desktop PC and tablet I expect he will be able to purchase application only once and use it on both devices. Is it possible?
- Customer can purchase the application on his home PC and all users can use it. For example: A family shares the PC and a parent buys a game from the store. If children have their own accounts on the PC, I expect they can play the game as well. I expect all users on the same machine should get access to the application - the same way how purchasing digital content on Xbox works. Is it possible?
