Push notification service emulator to simulate WNS notification without internet

Question

Purpose is to demonstrate live tile update (when app is not running) through WNS without using INTERNET.

As I understand WNS notification requires registration of Application cloud service (defining template, and will send notification) to live tiles through WNS infrastructure.

Also, Azure cloud service can be simulated using emulator provided by Windows Azure SDK tools.

Is there any way that WNS can work offline to send live tile notification (when application is not running)?

I was expecting emulator similar to one provided for Azure, but could not find so far.
