New to SharePoint Designer 2010

Question

Simple enough task, but I am having a deuce of a time trying to have proper html-encoding on my pages. On my rendered page I am getting the infamous &quot or &#39 . I have been looking for where I define the language as UTF-8 but I cannot seem to find a page properties -> language as was described in a couple of Googled articles to such a definition.

And help would be appreciated.

Have you tried putting your code in CDATA? I have had to do that in certain situations.
