Alarms in Internet Calendars are not observed

I've found some limited information while searching to see if there is a way to get them working.
The most useful information I have found appears to be this, but having tried moving the Internet Calendar into the same folder that my main calendar is in, I am starting to think that Outlook just doesn't support alarms from iCalendars at all.
Is this the case and is there a good reason for it?
The only plausible reason for it being implemented this way by design I have been able to come up with is that the method outlook uses to decide whether or not an alarm has already been processed includes updating a value in the ics file to say whether or not the alarm has been observed. This would mean due to these types of calendars being read only, outlook can't edit the ics file to say that an alarm has been processed (and therefore they decided not to implement it at all).

To answer your questions:
1. Outlook version is 2010
2. The calendar is an internet calendar our software generates as an ics file (there is no physical ics file, it is regenerated as requested on our web servers).

You would need to create the calendar to be loaded as a Calendar folder in the default Outlook store for each user, whatever type of store that is. You didn't answer that question.
